Toni Atkins has almost wrapped up her nearly two years as the first Assembly speaker from San Diego, her performance being rapped by the Sacramento establishment for her perceived inability to ride herd on Assembly Democrats — in particular, getting them to accept a proposal to firmly commit California to a 50 percent reduction in gasoline consumption.
